On the other hand, minors are still in the stage of immature outlook on life, world view and values. Once they enter the kingdom of games, they are easily regarded as the opposite of network game calculation, capture and control due to their own age, intelligence and comprehensive judgment ability.
The harm of minors who are addicted to online games is enormous. First, it affects the health of the body. Second, it affects mental health. Third, it influences moral cognition. Fourth, it affects normal learning. Fifth, it causes economic losses and personal information leakage. Sixth, it is confronted with network violence and pornography. First, strengthen the supervision of the access of juvenile game products.
Second, the system of grading management of juvenile game products should be implemented as soon as possible. A grading Committee for children’s game software, composed of experts such as education, psychology, health, law, children’s studies and software development, was established to grade online game software and to classify the game level suitable for different ages.
Third, adjust and reduce the length of juvenile games. At present, the notice on preventing minors from addicting to online games issued by the State Press and publication administration stipulates that the length of time for online game enterprises to provide games services to minors shall not exceed 3 hours per day in legal holidays and 1.5 hours for other days. The relevant departments should further study whether these time-span regulations are scientific in the daily learning life of minors. At the same time, different regulations should be made for different academic sections.
Fourth, further reduce the amount of game consumption of minors every month. At present, the State Press and Publication Administration issued the notice on preventing minors from addicting to online games, which stipulates that online game enterprises shall not provide game payment services for users under 8 years old. For the game payment service provided by the same online game enterprise, users who are over 8 years old and under 16 years old shall not charge more than 50 yuan per time, and the monthly recharge amount shall not exceed 200 yuan; for users aged 16 and under 18, the single recharge amount shall not exceed 100 yuan, and the monthly recharge amount shall not exceed 400 yuan. The relevant departments should further study whether it is necessary to further limit the consumption of minors.
Fifth, adjust the warning time of juvenile online games. At present, according to the development standard of anti addictive system of online games issued by many ministries, the cumulative online game time of PC end game users is “healthy” game time, the cumulative online game time of 3-5 hours is “fatigue” game time, and the game time with online over 5 hours is “unhealthy” game time. Relevant departments should further study whether the so-called “health game” time is scientific and appropriate.
